MEXICO: Slow progress on mando único

In late 2014 President Enrique Peña Nieto announced a major police reform: a new bill to radically simplify Mexico’s complicated system of multiple municipal, state, and federal police forces. The new system was to be based on creating a single integrated chain of command in each state, known as the mando único. Yet more than a year on, the bill has not advanced and finds itself competing with rival proposals from the opposition parties. Why?
