Topo Chico riot brings need for prison reform into renewed focus

The inmate riot that left 49 people dead at the Topo Chico maximum security prison in Mexico’s Nuevo León state has once again focused public attention on the need to conduct a reform of the country’s penitentiary system. Reacting to the generalised outrage sparked by the widespread loss of life, the federal government led by President Enrique Peña Nieto promised to promote a comprehensive reform that would address the long-standing issues of overcrowding and lack of effective control in some of the country’s largest prisons. But with the government already forced to make some significant budget cuts as a result of the international oil price shock, the prospects of it being able to deliver these promises look doubtful.
