There are serious problems affecting the prisons of Latin America and the Caribbean. The headlines of the last few months speak off prison riots, rule by criminal gangs, overcrowding, outbreaks of violence, mass killings, and the violation of basic human rights. Rather than making society safer and preparing their inmates for an eventual peaceful and positive re-insertion into civilian life, it is possible that many gaols are achieving exactly the opposite, and have become support and transmission networks for the growth of crime.
