MEXICO: Green light on police reform

More than a year after President Enrique Peña Nieto proposed a 10-point police reform programme (November 2014), known for championing the concept of a single chain of command (‘mando único’), there are signs that Congress may finally be ready to move forward with legislation. But to get to this point the government has had to accept that the opposition parties will amend (“enrich” in the political jargon) its original proposals.
