The 2015 annual International Narcotics Control Strategy Report (INCSR) compiled by the US State Department, released on 18 March, once again calls on the Paraguayan government to do more to combat the production and trafficking of illegal drugs, in particular marijuana, in its territory. This is the third year running that such a call has been made in the INCSR. With Paraguay continuing to be seen as the second largest marijuana producer in the Americas behind Mexico, the question is whether this call for action could turn to outright censure in the next report should the Paraguayan authorities fail to tackle drug trafficking and associated crimes such as arms trafficking and money laundering.
