Criminal warlords: a regional paradigm?

It is widely recognised that crime is complex, and that the factors driving crime in one country or region may be different from those driving it in others. Nevertheless, one hypothesis set out in a recently published book by Ioan Grillo is that in the post-Cold War era in Latin American and the Caribbean there is a common “model” of the criminal warlord – if this is correct, then the response of law enforcement agencies may also share common features.
