PARAGUAY POLITICS: Opaci and Fonacide expose municipal corruption

The lack of transparency over the way in which municipal governments use the significant funds that they receive from the national public investment and development fund (Fonacide) and the dubious dealings of the Paraguayan inter-municipal cooperation organisation (Opaci) have once again exposed the prevalence of corruption at the municipal government level. With the ruling Asociación Nacional Republicana-Partido Colorado (ANR-PC) party already stung by a number of other official corruption cases [RBS-15-06], the ANR-PC and the national government led by President Horacio Cartes are under renewed pressure to address these cases so as to avoid them influencing the 2018 general elections.
