COLOMBIA: Santos launches new drug strategy

President Juan Manuel Santos has taken the first step towards enacting Colombia’s new drug policy as spelt out last September. Santos launched a pilot programme to eradicate coca crops in the municipality of Tumaco in the south-western department of Nariño bordering Ecuador. Santos made the announcement during a visit to Tumaco on 16 March. The choice of Tumaco was deliberate. It has more hectares given over to coca cultivation (5,065) than any other mayoralty in Colombia, according to the 2015 report by the United Nations Office on Drugs and Crime (UNODC). One of the principal criticisms directed at the Santos administration by his detractors, led by former president Alvaro Uribe (2002-2010), is that coca production has increased dramatically on his watch.
