Officially, Brazil’s President Dilma Rousseff is being impeached for ‘creative accounting’ ahead of last year’s general elections, allegedly manipulating some state fund balances so as to report a ‘less bad’ fiscal position. According to the president’s supporters, these annual budget accounting manoeuvres have been done for years, and are common practice in treasuries all over the world. The president’s opponents, however, are using it as a formal legal avenue for her removal. The irony is that the Rousseff administration’s attempts to control the fiscal deficit – whether legitimately or behind the scenes – have been a complete failure; it is currently running at 11% of GDP.
