HAITI: Another deadline goes unmet

Haiti’s suspended presidential and partial legislative run-off elections did not take place on 24 April – the date set in the 5 February accord inked by former president Michel Martelly (2011-2016) and the heads of congress ahead of Martelly’s departure on 7 February [RC-16-02]. This was hardly a surprise. The new provisional electoral council (CEP), which was installed on 30 March [RC-16-04] was forced to admit that staging the 24 April vote was impossible due to financial and logistical constraints. Doubts also persist as to who should even be competing in the presidential run-off which is currently between Jovenel Moïse of Martelly’s Parti Haïtien Têt Kalé (PHTK) and Jude Célestin of the opposition Ligue Alternative Pour le Progrés et l’Emancipation Haïtienne (Lapeh), given the widespread allegations of fraud marring the 25 October presidential first round. Interim president Jocelerme Privert, who began his 120-day mandate on 14 February, has set up a verification commission to address these concerns – which has been rejected by PHTK - and is now floating the possibility of holding the election in October.
