CHILE POLITICS: Constitutional reform process enters second phase

Last month, Chile’s President Michelle Bachelet announced the start of the second phase of the process of reforming the 1980 constitution – “a process of dialogue with citizens in which everyone can take part”. Amending the constitution (which dates back to the military dictatorship led by General Augusto Pinochet [1973-1990]) to make it more democratic was one of Bachelet’s three main 2013 electoral pledges, together with education and fiscal reform. While the constitutional reform remains popular, recent polls suggest that President Bachelet has some way to go in publicising her government’s initiative and thereby winning much needed public support.
