MEXICO: Emergence of the Tamaulipas vigilantes

The run-up to local elections in Tamaulipas state has been violent, with various reports of shoot-outs, roadblocks, and kidnappings. Amid the accusations being traded by rival politicians, there are claims that a new vigilante group has emerged, known as the Columna Armada Pedro José Méndez (PJM). It is not clear whether this is a genuine new force, or a flag of convenience adopted by existing criminal gangs.
