BRAZIL: Outbreak of violence in Rio Grande do Norte

A wave of violence swept Brazil’s northern state of Rio Grande do Norte in late July and early August. Following the announcement of plans by local authorities to move the leaders of criminal gangs imprisoned at penitentiaries in the state to prisons in other states elsewhere and the jamming of imprisoned gang leaders’ cell phone communications, the gangs launched a series of violent attacks across the state. The limited capacity of the local security forces to contain the violence was evidenced by the 31 July request by Governor Robinson Faria for federal security assistance to help restore order in the state.
