PARAGUAY: EPP perpetrates another kidnapping under FTC’s nose

The self-proclaimed Ejérctio del Pueblo Paraguayo (EPP) insurgent armed group has managed to take hostage another civilian in its so-called ‘area of influence’ in northern Paraguay. That the kidnapping took place despite the continued deployment of the military-police taskforce (FTC) tasked with combating the group in the area and the assertions by the authorities that this had significantly weakened the EPP has led to renewed questions about FTC’s effectiveness and just how much of a threat the EPP still represents.
