Central to the peace agreement between the Colombian government and the Fuerzas Armadas Revolucionarias de Colombia (Farc) is the idea that left-wing guerrillas will hand over their weapons and take up non-violent political activity. Because of that commitment the Farc will be permitted to register as a political movement as soon as the demobilisation and disarmament process is complete in 180 days from now. But neighbouring Peru is taking a different tack.
