The presidents of Costa Rica and Panama, Luis Guillermo Solís and Juan Carlos Varela respectively, this month came up with a joint plan to address the crisis of the thousands of illegal migrants from countries such as Haiti and Cuba trying to reach the US via the Central American Isthmus.
