HAITI: Haiti has a new president-elect – for now

Preliminary results from the delayed 20 November presidential election suggest that Haiti finally has a new president-elect. Jovenel Moïse, the presidential candidate of Parti Haïtien Tèt Kale (PHTK), the party of former president Michel Martelly (2011-2016) received more than 50+1% of the vote, averting the need for a run-off. The international community is keen to draw a line under what has been a fraught process – this was the third attempt to stage the vote after the October 2015 contest was cancelled amid widespread fraud allegations [RC-16-02] and the rescheduled 9 October 2016 vote was postponed in the wake of the devastation wreaked by Hurricane ‘Matthew’ [RC-16-10]. The refusal of three of Moïse’s leading competitors to accept the result, having since filed complaints against it, raises doubts however as to whether his victory will stand.
