Mixed messages over drug cartels in Bolivia

Development: Felipe Cáceres, Bolivia’s deputy minister of social defence (responsible for anti-drugs efforts), and César Guedes, the local representative of the UN Office on Drugs and Crime (Unodc), said on 13 December that “international drug cartels” do not have a presence in Bolivia.
