victory last month after striking a deal with the opposition to approval
legislation calling for a referendum on the new constitution. While the decisive
concession - the agreement to ditch the article on presidential re-election - is
not insubstantial, approval of the law undoubtedly represents a considerable
triumph for Morales. This is especially true given the overwhelming likelihood
that, once subject to the vote, his constitutional reform project will be
