Government triumphant after congress approves referendum law

The government of President Evo Morales clinched a significant victory last month after striking a deal with the opposition to approval legislation calling for a referendum on the new constitution. While the decisive concession - the agreement to ditch the article on presidential re-election - is not insubstantial, approval of the law undoubtedly represents a considerable triumph for Morales. This is especially true given the overwhelming likelihood that, once subject to the vote, his constitutional reform project will be approved. Meanwhile, the congressional agreement and its implications also leave the political opposition alliance, Podemos, divided and the regional prefects facing their worst crisis in years.
