PARAGUAY: Tax on land, but not for land reform

On 1 October the government of President Nicanor Duarte submitted to congress a bill introducing a tax on landholdings, usually seen as an alternative to agrarian reform via expropriation - but surprisingly did not make any direct connection between the proposed legislation and the demands by landless peasants for action on the promised distribution of land.
