GUATEMALA: 'Hidden powers' see off UN with violence and threats

The parting gift from Minugua, the UN mission in Guatemala, was a report saying that in general criminals continue to act with impunity, and attempts at reform had stalled or even retreated. As if to illustrate the point, five opposition congressmen were issued death threats for pursuing an investigation into corruption in the defence ministry.
