CUBA: Problems become acute

The problems facing the government of Raúl Castro are getting worse. There has been an upsurge in public criticism of corruption, which by definition threatens the ruling elite. Besides this, the 'corralito' (or freeze on movements of foreign-owned capital) is creating difficulties that can only resolved by decisions at the highest level. The government appears unwilling, however, to take any decisions because of the fear that doing something will create more losers and only a few winners.
