Development: On 1 September Bolivia's defence minister, Walker San Miguel, gave a press conference in which he said that Bolivia's interest in purchasing US$100m worth of arms from Russia should not be interpreted as a threat, and that the equipment would be used for the war on drugs and in response to natural disasters, among other activities.
