Why watch him? He is one of the masterminds of the highly successful Unidade de Polícia Pacificadora (UPP) pacification schemes in Rio's notoriously violent favelas. Beltrame is also behind the latest raids by the security forces to reclaim the city's most infamous favelas, including the Complexo do Alemão, from the criminal gangs that controlled them. Due to his success as security secretary in Rio, he is tipped to eventually assume an important post in President-elect Dilma Rousseff's cabinet, which takes office in the New Year.
