Humala's balancing act

Development: On 21 July Peru’s president-elect, Ollanta Humala, announced another six members of his inaugural cabinet, which will take office on 28 July.

Significance: Humala is playing a balancing game in his appointments which, if successfully managed, could deliver huge dividends; however, consensus and coalition are not core features of the Peruvian political scene. After the previous day's appointments of Miguel Castilla Rubio to the economy portfolio and Salomón Lerner Ghitis as chief of cabinet, which were seen as conciliatory moves to placate business and the conservative Right, Humala named some left-of-centre figures: Rafael Roncagliolo will be the next foreign minister; Kurt Burneo, minister for production; Daniel Mora, interior minister; Aída García Naranjo, minister for women; Ricardo Giesecke, minister for environment; and Carlos Herrera Descalzi, minister for mines and energy. The host of appointments have been lauded from all quarters, unsurprisingly since the cabinet looks like a miniature congress, involving experienced individuals from all parts of the political spectrum, bar the Fujimoristas.
