Guy Philippe, the man who headed the 2004 rebellion that contributed to the ouster of President Jean-Bertrand Aristide (1991, 1994-1996, 2001-2004), has resurfaced in Haitian politics, on centre-stage. He has assumed the role of spokesman for the armed groups formed around clusters of former soldiers of the army disbanded by Aristide in 1995. These groups are calling for President Michel Martelly to make good his campaign pledge to re-establish the armed forces and have given the government an ultimatum of 18 May to appoint a high command and begin organizing the new force.
