President Cristina Fernández has made a bold move to split the
unofficial alliance between Argentina's powerful farming unions and provincial
governors. It follows her bid to divide the opposition by moving forward
mid-term legislative elections [WR-09-11]. Fernández offered to provide the
governors with a large chunk of the revenue obtained from the 35% tax on soya on
the proviso that they put some of the money into public works projects. The
opposition accused her of a cynical manoeuvre to bribe the governors to undercut
support for the farming unions, who are demanding the tax is scrapped, and to
