Uruguay's President Tabaré Vázquez travelled to China this week - his
first visit to the Asian powerhouse. The timing of the visit was highly
significant. After posting an estimated 11.5% growth in 2008, the economy has
decelerated sharply in the wake of the global slowdown, particularly as demand
for Uruguay's exports in Argentina and Brazil dries up. Vázquez is attempting to
sell Uruguay as the gateway to Mercosur, to encourage Chinese foreign direct
investment and to find an alternative market for Uruguay's exports, especially
