The European Commissioner for Development and Humanitarian Aid, Louis Michel,
conducted a 48-hour visit to Havana last week to deepen ties since Cuba and the
EU agreed to reactivate political dialogue in September. Michel's visit came
against the backdrop of Cuba's full rehabilitation into the Latin American
concert of nations. Costa Rica's President Oscar Arias announced the restoration
of diplomatic relations, arguing that it was high time Costa Rica recognised a
country “geographically and culturally much closer" than China, with which it
recently established ties. Mauricio Funes, president-elect of El Salvador, the
last regional holdout, revealed he would restore ties after he takes office on 1
June.
