BRAZIL-BOLIVIA | New chapter in gas dispute. The president of Bolivia's state oil company, Yacimientos Petrolí­feros Fiscales Bolivianos (YPFB), Carlos Villegas accused the Brazilian state-controlled energy company, Petrobras, this week of lowering its natural gas purchases to about 20m cubic metres per day, below the agreed-upon level of 24m cubic metres per day. Petrobras denies the accusations.
Brazil is Bolivia's main customer for natural gas, which provides the government with an estimated 41% of its fiscal income. But following the discovery in November 2007 of vast offshore hydrocarbons reserves, Brazil has made strong efforts to boost its own thermal capacity so as to reduce its need for Bolivian gas.
Brazil's President Lula da Silva inaugurated a new terminal this week to receive liquefied gas. Lula said Brazil would continue to import gas from Bolivia until 2019 in accordance with its contract. But, Lula said that “It is important to make it known that we have our own gas [and] that we do not depend on anybody's good mood anymore," an unusual swipe at his Bolivian peer President Evo Morales.
