REGION: Constitutional reform or power grab?
As Central America and the Caribbean enter rough economic waters, one
country after another is calling for constitutional reform. Honduras this week
joined Costa Rica, Nicaragua and the Dominican Republic, in attempting to embark
on this course. Some of the proposals are necessary, even enlightened, changes;
others reveal a naked ambition and thirst for power, while serving the purpose
of distracting attention from the harsh economic reality.
