The government has arrested a couple of top gangsters in the past
week and appears to have almost halted the killings in the border city of Ciudad
Juárez. President Felipe Calderón is making an effort to show that his
government is getting on top of the gang problem. The massive (8,000 person)
deployment of soldiers and federal policemen in Ciudad Juárez has restored some
sort of order there since the end of February. The problem is that the violence
is bursting out in other states. Durango's death toll is rising and on 24 March
five people were killed in a shoot-out, involving soldiers, in Torreón,
Coahuila. There are also still regular gang murders in Michoacán, the first
