Massive new pulp mill in the offing

Uruguay’s President Tabaré Vázquez has announced the location of a possible new pulp mill in the country to be built by the Finnish company UPM. If construction of the pulp mill goes ahead it will be by far the largest single investment in Uruguay’s history, dwarfing that in the two large pulp mills the country already possesses. But UPM has made it conditional upon Uruguay’s government undertaking some significant improvements to road and railway infrastructure, as well as to the port of Montevideo.
