Mexico: Could there be cooperation on heroin?

Since President Donald Trump took office in January, Mexico and the United States have been caught in a win-lose standoff over foreign trade, immigration, and the proposed border wall. Whether an accommodation on these issues can be reached remains to be seen. But in the meantime, there could be a win-win on the horizon: cooperative action against the opioids epidemic that is sweeping through the United States.
