PARAGUAY-ARGENTINA | Yacyretá debt. On 4 May, Paraguay’s President Horacio Cartes and his Argentine peer Mauricio Macri signed a new memorandum of understanding (MOU) setting Paraguay’s historic debt with Argentina over the construction of the Yacyretá bi-national hydroelectric dam at US$3.8bn.
