UPM inches closer to pulp-mill deal

The government led by Uruguay’s President Tabaré Vázquez and the Finnish company UPM reached an agreement on 3 May over the principal issues surrounding the construction of another giant pulp mill in the country. This ‘preparation phase’ was the first of three steps in negotiations with UPM; the next step involves the planning of the requisite infrastructure to make the pulp mill viable. This requires the Uruguayan government to undertake significant improvements to the port of Montevideo, and to the road and rail infrastructure connecting this to the pulp mill, which would be located in Paso de los Toros, a small town on the Río Negro, in the north-central department of Tacuarembó.
