Paraguay: President Horacio Cartes received a major blow after Paraguay’s bicameral national congress overturned the veto he issued on the approved 2018 national budget. On 2 January, legislators rejected Cartes’ partial veto of the budget, which sought to reduce the generous salary increases approved for the for the public health and education sectors, and for workers in other public entities. The decision was celebrated by public sector workers and has been interpreted as an easy way for legislators to win votes ahead of April’s general election.
