Honduras: The Organization of American States-sponsored Mission for Support against Corruption and Impunity in Honduras (Maccih) has slammed recent legislative changes, warning they will block its investigation of five national legislators charged with embezzling public funds. The case was announced in December 2017 and, according to a Maccih statement released on 24 January, could involve over 60 legislators and public officials, including congress president Mauricio Oliva of the ruling Partido Nacional. The Maccih statement warns that legislative changes will obstruct current and future investigations and potentially allow imprisoned public officials to challenge their convictions, since the new rules are retroactive. Approved on 18 January by the 128-member national legislature, the changes require all public spending to be evaluated by the country’s court of auditors for a period of three years. During that time, no civil or criminal judicial action can be taken. Yesterday (24 January), these concerns materialised as the presiding judge in the case ruled that the case be shelved, citing the new legislation.
