El Salvador: Gov’t claims security progress; doubts persist

In his annual balance sheet presented at the start of 2018, El Salvador’s national police (PNC) director Howard Cotto trumpeted a 25% reduction in homicides. He said that the country registered a total of 3,954 homicides in 2017, which translates into a rate of 60 per 100,000 inhabitants, down from 81 per 100,000 in 2016. While Cotto attributed this decline to the mano dura (‘firm hand’) policy employed by the government led by President Salvador Sánchez Cerén, wider concerns persist regarding the country’s security situation.
