LatinNews Regional Monitor: Mexico - 5 February 2018

In brief: Mexico

* The Chihuahua state government has reached an agreement to end the conflict with the federal government led by President Enrique Peña Nieto over the withholding of federal funds owed to Chihuahua. The conflict stemmed from the accusation by Javier Corral of the national right-wing opposition Partido Acción Nacional (PAN) that the Partido Revolucionario Institucional (PRI) federal government was withholding federal funds owed to his government after his administration exposed the full extent of the corruption that took place in under the previous Chihuahua state government led by former PRI governor César Duarte (2010-2016). Corral launched a national campaign in repudiation of the treatment of his administration and filed a complaint before the supreme court against the federal government’s arbitrary decision to withhold the funds. However, after meeting with the federal interior minister, Alfonso Navarrete Prida, the Chihuahua governor announced that he had reached an agreement with the federal government under which he has agreed to drop the constitutional complaint in exchange for the immediate release of  M$900m (US$48.3m) in federal funds owed to Chihuahua and a commitment that the federal authorities will now seek the extradition of Duarte, who is believed to be hiding in the US, so that he can be prosecuted for corruption.
