Brazil: Temer orders army takeover in Rio

On 16 February President Michel Temer issued a decree ordering the Brazilian army to take control of law enforcement in Rio de Janeiro state, arguing that violent drug gangs had “virtually taken over the [eponymous] city”. The announcement came only three days after the end of Carnival, which saw a surge in crime and homicides.
