Oil thefts, another challenge for Mexico’s stability

Fuel theft has become one of the most pressing security dilemmas in Mexico. For decades, fuel theft was considered a minor problem, an activity controlled by few small local gangs, locally known as ‘Huachicoleros’. But over time the issue has scaled to a national problem that produces over US$1bn in lost state revenue, according to the federal finance ministry (SHCP). Due to its high profitability, the illegal practice has drawn the attention of the powerful drug trafficking organisations (DTOs). This is a major problem for the Mexican government’s plans to liberalise the local petrol fuel market and attract foreign investment, as it raises questions about the capacity of the authorities to protect and promote the rule of law in Mexico.
