* The public ministry of Brazil's Rio de Janeiro state has freed 137 of the 159 suspects detained during a police operation to crack down on militias earlier this month. The ministry found that the suspects had been arrested arbitrarily for alleged drug trafficking, without an official investigation. This has undermined public confidence in local security forces, even after President Michel Temer’s federal security intervention earlier this year.
