Bolivia: The local government institutions of Bolivia’s Chuquisaca department have rejected a proposal from the national Movimiento al Socialismo (MAS) government led by President Evo Morales aimed at resolving a dispute between Chuquisaca and neighbouring Santa Cruz department over royalties from the Incauhusi gas field – one of Bolivia’s largest active gas and condensate fields. The dispute stems from a constitutional court (TCP) ruling in November 2017 which suspended payment of royalties from Incauhusi to both departments while a technical study regarding the exact location of the gas field was undertaken. Bolivia’s state-owned oil company Yacimientos Petrolíferos Fiscales Bolivianos (YPFB) has announced that the study will be ready by 14 May. The government’s latest proposal, which Chuquisaca has rejected, was to verify departmental limits and promote other hydrocarbons projects in that department, whose inhabitants have been staging indefinite strikes and blockading various highways since 1 May in protest.
