Mexico: What are the chances of fair play on 1 July?

Latin America’s second-largest democracy will hold general elections on 1 July. There are over 3,400 candidates seeking elected office: the list includes contestants for the presidency, for 128 seats in the senate, for 500 seats in the chamber of deputies, for eight governors, one head of the Mexico City government and for a range of other positions in state and municipal administrations around the country. One key question is relatively easy to ask, but a lot less easy to answer: will these elections, the largest public consultation in Mexican history, be free and fair?
