Mexico: Where is the security strategy?

In December 2006 Felipe Calderón, the newly elected Mexican president, unveiled a security strategy which dramatically militarised the struggle against drug trafficking cartels and organised crime. In December 2012 his successor, Enrique Peña Nieto, said the strategy would henceforth be lower profile and more intelligence led. With the benefit of hindsight neither was successful. Attention is now turning to what the next president will do on taking office in December 2018.
