“A milestone judgement for Guatemala.” This is how United Nations High Commissioner for Human Rights (OHCHR) Zeid Ra’ad Al Hussein described the ruling issued unanimously on 23 May by the High Risk “C” Tribunal in Guatemala against four high-ranking former military officials for crimes against humanity, aggravated sexual violence, and enforced disappearance during the 1960-1996 civil war. Human rights groups point out that the ruling in relation to the so-called Molina Theissen case signifies one of the first times that senior military officers have been prosecuted for serious human rights violations since the 2013 verdict of genocide against the former dictator Efraín Ríos Montt (1982-1983) (albeit the constitutional court quickly nullified that verdict).
