Practical and legal impacts of autonomy for Bolivia’s Santa Cruz
In 2008, as part of negotiations over Bolivia’s new constitution (eventually promulgated in 2009), President Evo Morales and the ruling Movimiento al Socialismo (MAS), based in the western highlands of the country, did a deal with the elites of the eastern so-called media luna departments (Santa Cruz, Pando, Beni, and Tarija). Each of Bolivia’s nine departments was granted the opportunity to vote for autonomy. In the four media luna departments the result was a resounding yes: in the case of Santa Cruz, 85.6% of voters had said yes to autonomy.
