In brief: Peru

Peru: The Federación de la Nacionalidad Acuar del Perú (Fenap) indigenous organisation has announced its opposition to an oil exploration project granted to Chilean energy firm GeoPark in the ‘Lote 64’, an area which encompasses an important part of the ancestral lands of the Achuar peoples located near the basin of the Pastaza river in the Peru’s Amazonian area. In an official statement released by environmental and indigenous rights NGO Amazon Watch, Fenap accuses GeoPark of “encouraging conflict between indigenous communities in this area”. It also declares that the Lote 64 was created by the government in 1995 without consultation or consent from the Achuar people and warns that this poses a risk for GeoPark given the precedent of the judicial revoking of petrol contracts in ‘Lote 116’ in 2017 due to a lack of consultation. GeoPark acquired the concession to explore Lote 64 in 2014, and in December 2016 it was granted permission from the Peruvian government to carry out exploration projects. In July 2018 the company announced that it had concluded its environmental impact study on Lote 64, however Fenap states that this study did not include the opposition of the Achuar peoples to the project.
