In a decision hailed as “unprecedented” by José Miguel Vivanco, the Americas director for the NGO Human Rights Watch (HRW), the permanent council of the Organization of American States (OAS) has approved a resolution to create a working group on Nicaragua to “contribute to peaceful and sustainable solutions”.
